MIDVAAL’S MORNE MOMMSEN APPOINTED TO SADC EMERGENCY RESPONSE TEAM

Midvaal Local Municipality is proud to announce that Mr. Morne Mommsen, Divisional Officer for Training at Midvaal Fire and Rescue Services, has been appointed to the Southern African Development Community (SADC) Emergency Response Team (ERT). He is one of only two South Africans selected to serve on this specialised regional unit, following a nomination by the municipality and formal endorsement by the National Disaster Management Centre (NDMC).

Mr. Mommsen will serve in the Search and Rescue Section of the ERT, bringing over 34 years of service in Emergency Services. His career includes multiple international deployments as a Search and Rescue specialist, authoring South Africa’s first Canine Search and Rescue Manual, serving as a subject matter expert for the QCTO Curriculum Development Platform, and presenting research at national and international conferences. He has extensive qualifications in disaster risk management, technical rescue, firefighting, emergency medical response, and K9 search operations, and is currently pursuing his master’s degree in environmental science with a focus on Disaster Risk.

He will attend the SADC ERT Induction Training in Nyanga Province, Zimbabwe, from 25 August to 5 September 2025. Upon completion, he will be formally inducted and available for deployment to assist any SADC member state in times of disaster.

Cllr Chantal Gomes, MMC for Public Safety, congratulated Mr. Mommsen, stating that his appointment is a significant achievement for both him and Midvaal. His selection is a direct result of decades of dedicated service, technical expertise, and leadership in life-saving operations. We are extremely proud of him and confident that he will represent Midvaal and South Africa with distinction.

We congratulate Mr. Mommsen on this outstanding accomplishment and wish him success in his training and future deployments.

MIDVAAL COMPLETES R18 MILLION ELECTRIFICATION PROJECT, BRINGING ELECTRICITY TO OVER 1,200 SICELO HOUSEHOLDS

Midvaal Local Municipality has completed the electrification of over 1,200 households in Sicelo, at a cost of over R18 million.

This multi-year and phased project began in 2023 and was completed in June 2025.

The project involved the construction of an 11 kV (MV) and a 420 V (LV) overhead network.

Additionally, the project included overhead house connections as well as the installation of meters and ready boards.

A total of 1,228 electricity connections were completed across four phases: 474 in Phase 1, 321 in Phase 2, 98 in Phase 3, and 335 in Phase 4.

Residents now have access to much-needed electricity, uplifting the community by ensuring a safe and reliable power supply.

Due to the established electrical infrastructure, illegal connections were removed in the area, reducing the risk of electrocution from unsafe connections.

The removal of illegal connections will also benefit the municipality in its efforts to reduce electricity losses and increase revenue.

The contractor spent approximately 30% of their final contract value on uplifting local Small, Medium, and Micro Enterprises (SMMEs). This is in direct line with our efforts of uplifting local businesses and people through investing local, buying local and empowering local.

We remain committed to the Mayoral Undertakings of creating opportunities for all and providing excellent service delivery to all our communities.

The electrification project is also a testament to our commitment to improving infrastructure and ensuring access to basic services for all communities.

VENDING PLATFORMS FOR PREPAID METER TOKENS.

Dear Midvaal residents,

Notice is hereby given to all residents of Midvaal Local Municipality who are currently using prepaid electricity and/or water meters that all prepaid meter tokens must be purchased directly from approved and authorized vendors.

This measure is put in place to:

  1. Ensure the validity of prepaid tokens and prevent issues related to counterfeit or invalid tokens.
  2. Protect both residents and the municipality from financial losses resulting from the use of unauthorized tokens.

Residents are strongly urged not to purchase tokens from unverified online platforms or individuals/organizations claiming to offer discounted rates. The municipality will not be held liable for any losses or service interruptions caused by tokens obtained from unauthorized sources.

Furthermore, the municipality reserves the right to recover any financial losses from residents found with unaccounted-for consumption, and a fine may be levied in accordance with municipal bylaws governing meter tampering and unauthorized consumption.

OFFICIAL OPENING OF THE WALKERVILLE LANDFILL SITE

The Municipality is excited to announce that the Walkerville landfill site is officially open for operations as of 01 July 2025. We appreciate your patience and cooperation during the closure period.

IMPORTANT OPERATIONAL CHANGES AND PERMIT REQUIREMENTS

Kindly take note of the following crucial changes based on the conditions of the new license:

Sunday closures: The landfill site will not be operational on Sundays until further notice. This is a specific condition of the new license which must be strictly adhered to. We are exploring avenues to potentially amend this condition soon.

New Disposal Permits Required

  • All users, including residents and businesses, who wish to dispose of waste at the landfill site MUST apply for a new permit under the new license.
  • This is a mandatory requirement to ensure compliance with our updated operational guidelines and regulatory standards.
  • Information to apply for the new permit will be available at the Walkerville landfill site, the Municipal Depot located at 43 Galloway Street, Meyerton and via this email: environmental@midvaal.gov.za

We understand that these changes may require some adjustments, and we thank you in advance for your understanding and cooperation. These measures are in place to ensure the sustainable and compliant operation of our waste management facilities.

The operational hours for the site are as follows:

LANDFILL SITES AND TRANSFER STATIONS OPERATIONS INFORMATION

To access any of the Midvaal Local Municipality waste management facilities for disposal purposes, a valid disposal permit is required. Permits can be obtained from the Waste Management Depot located at 43 Galloway Street, Meyerton.

Please note the following:

  • Midvaal residents (account holders who pay rates and taxes) are not charged disposal fees but are still required to present a valid permit to access the site.
  • Businesses are subject to disposal fees based on the weight (tons) of the waste disposed. A schedule of fees is available at the entrance of the landfill site.
  • ONLY general waste is accepted at all Midvaal landfill sites.

What is general waste?

  • Household Waste: Everyday waste generated at home, such as food scraps, packaging, paper, and plastics.
  • Commercial Waste: Waste produced by businesses, offices, shops, and restaurants, which is similar in nature to household waste and non-hazardous.
  • Garden Waste: Organic material such as leaves, grass clippings, and small branches.
  • Non-Hazardous Industrial Waste: Waste from industrial processes that is not classified as hazardous (that does not pose a significant risk to health or the environment.
  • Construction and Demolition Waste (Non-Hazardous): Materials such as bricks, concrete, wood, plasterboard, and furniture. These items must be broken into smaller pieces to allow onsite machinery to compact and cover the waste efficiently.

Waste NOT allowed onsite:

  • No organic or inorganic element or compound which may have a definite acute or chronic negative effect on human health and/or the environment, due to its toxic, physical, chemical or persistent characteristics.
  • No hazardous waste.
  • No medical waste.
  • No scheduled pharmaceutical products registered in terms of the Medicines and Related Substance Control Act, 1965′ (Act 101 of 1965) or associated containers.

 

ACTIVE TRANSFER STATIONS

The transfer stations accept a MAXIMUM OF 1 TON of waste per day from residents and small businesses.

WHY? Transfer stations are provided for the convenience of residents and small businesses. To ensure fair and efficient use of these facilities, MLM does not permit any single user to dispose of more than 1 ton of waste per day. Excessive disposal by one user leads to bins filling up rapidly, limiting access for others. These facilities also play an important role in reducing the volume of small vehicle traffic to the main landfill sites.

GALLOWAY TRANSFER STATION

  • Garden Waste: leaves, grass clippings, small branches.
  • Construction and Demolition Waste (Non-Hazardous): bricks, concrete, wood, plasterboards, furniture must be broken into pieces to fit in a 6 cubic skip bin.

BLACKWOOD TRANSFER STATION

  • Garden Waste: leaves, grass clippings, small branches.
  • Construction and Demolition Waste (Non-Hazardous): bricks, concrete, wood, plasterboards, furniture must be broken into pieces to fit in a 6 cubic skip bin.

KLIPRIVIER TRANSFER STATION

  • Household Waste: everyday waste generated at home i.e. food scraps, packaging, paper, plastics.

MIDVAAL ENGAGES WITH BUSINESSES IN ONGOING ECONOMIC REVITALISATION DRIVE

As part of the economic revitalisation strategy, Midvaal Local Municipality engaged with businesses operating in the Meyerton Central Business District (CBD).

The engagement was intended to strengthen relations with business owners operating in the CBD and to urge them to invest in the local value chain by buying and hiring locally.

The discussion also focused on innovative ways to improve service delivery and safety, uplift the town’s appearance, and reduce red tape to make it easier to conduct business in Midvaal.

Since the opening of the Riverstone Mall, there have been concerns regarding the sustainability of foot traffic to the CBD.

The Executive Mayor, Alderman Peter Teixeira, and Members of the Mayoral Committee held the engagement to quell any misconceptions.

The municipality continues to invest significantly in the CBD, as seen through the construction of trading stalls in the Meyerton CBD near the taxi rank.

The municipality recently completed the upgrade of the east side of Station Road and Diens Avenue from gravel to tar, along with the construction of a sidewalk with parklets and the installation of a traffic circle. This was done to allow Sicelo and the surrounding areas easier access to the CBD.

The municipality also rehabilitated Johan Le Roux to ensure ease of movement for goods and services.

Midvaal has several projects and initiatives underway in our ongoing efforts to revitalise our town.

Through these continued engagements and infrastructure investments, Midvaal reaffirms its commitment to creating a thriving, inclusive local economy.

The Municipality remains focused on building a business-friendly environment that supports growth, sustainability, and local empowerment.

LAUNCH OF MIDVAAL SPORTS COUNCIL MARKS A NEW ERA FOR LOCAL SPORT DEVELOPMENT

Midvaal Local Municipality officially inaugurated the Midvaal Sports Council.

The establishment of the Midvaal Sports Council is a vote of confidence in the revitalisation of sport in the municipality and a meaningful step toward empowering athletes across different codes to grow and thrive.

This launch builds on the foundation we’ve already laid through initiatives such as the Mayoral Sports Day, Walk with the Mayor, and our continued support of local teams through the donation of sports kits and funding for sporting trips.

The Council will be tasked with overseeing, administering, and fostering a wide range of sporting activities and programmes within the Midvaal Local Municipality.

This includes establishing a sport’s constitution, rules, and regulations to guide the conduct of various sporting codes and events.

The Midvaal Sports Council will ensure the effective coordination and management of these activities, with an emphasis on fair play and organisational integrity.

The Council comprises ten (10) officials, each representing different sporting codes, and is structured to reflect the gender and racial diversity of our community.

This inclusive approach ensures that the interests and needs of all stakeholders, including sports clubs, community organisations, schools, and local governing bodies, are recognised and addressed.

Midvaal commits to integrating sport into our development plans, budgets, and strategic partnerships to nurture talent within Midvaal.

    MIDVAAL LOCAL MUNICIPALITY INVITES STAKEHOLDERS AND INTERESTED PARTIES TO COMMENT ON THE DRAFT CEMETERY AND CREMATORIA BY-LAW

    Dear Midvaal Residents,

    Please be advised that, in accordance with Section 7 of the Rationalisation of Local Government Affairs Act (Act 10 of 1998), read with Sections 12 and 13 of the Municipal Systems Act (Act 32 of 2000), and further read with Section 21 of the Municipal Systems Act (Act 32 of 2000) the Midvaal Local Municipality is inviting all interested and concerned parties to review and comment on the draft Cemetery and Crematoria By-Law, as required by the aforementioned legislation.

    The Midvaal Local Municipality is in the process of developing a new Cemetery and Crematoria By-Law which seeks to ensure effective and efficient service provision and regulation of cemeteries and cremations within the municipality’s jurisdiction and matters incidental thereto. This is in line with its constitutional duty to manage and develop cemeteries and crematoria in the interests of the community, manage cemeteries and crematoria in an environmentally sustainable manner, ensuring that access to cemeteries and crematoria are non-discriminatory and equitable, protect and enhance the recreational, educational, and social opportunities that cemetery and crematoria offer. Further, authorising officials to enforce by-laws, establishing conditions for the use of cemeteries and crematoria and imposing penalties for non-compliance with by-laws.

    The draft Cemetery and Crematoria By-Law document will be available for review from the 6th of August 2025 to the 8th of September 2025. The document will be accessible at all libraries, and satellite offices across the Municipal area of jurisdiction, as well as on the Midvaal Website, MLM social media platforms, and the My Midvaal App.

    If you wish to provide any feedback or representation on the draft Cemetery and Crematoria By-Law document, please submit it in writing no later than 8th of September 2025 to the Legal Section, Corporate Services at the Midvaal Municipal Offices, Civic Centre, located at 25 Mitchell Street, Meyerton, during regular office hours between 07:30 to 13:00 and 13:30 to 16:00, Monday to Friday.
