PLUMBING COMPLIANCE REQUIREMENTS FOR OCCUPANCY CERTIFICATES

Dear Midvaal residents

Midvaal Local Municipality has standardised its approach to plumbing compliance for issuing Certificates of Occupancy.

  • The Plumbing Industry Registration Board (PIRB) and the Institute of Plumbing South Africa (IOPSA) are voluntary, non-statutory bodies.
  • Their Certificates of Compliance (COCs) are not mandatory unless required by a formal Council policy, bylaw, or contractual obligation.

Accepted plumbing compliance evidence includes:

  • A certified trade qualification (e.g., National Certificate in Plumbing);
  • Proof of trade test/apprenticeship completion;
  • Municipal registration as a qualified plumber (if applicable).

PIRB/IOPSA COCs may be submitted as supporting documents, but cannot be enforced as a requirement.

  • For consistency and fairness, all building inspectors will apply this standard uniformly.

Should you have any concerns or questions

kindly contact your Ward Councillor or

Mr. Kagiso Rasepae (0163607415)

Yours in service excellence.

MIDVAAL HOSTS CERTIFICATE CEREMONY FOR YOUTH WHO COMPLETED CELLPHONE REPAIR, 4IR SKILLS AND ICT-RELATED PROGRAMME

Midvaal Local Municipality in partnership with stakeholders, hosted a Certificate Ceremony for sixty-two (62) youth from the area who completed the Cellphone Repair, Fourth Industrial Revolution (4IR) skills and ICT-related programmes.

This initiative was launched earlier this year to empower local youth with technical and entrepreneurial skills.
The programme results from extensive engagement with stakeholders and forms part of our ongoing commitment to youth empowerment, which emanates from the Buang Batjha and Youth Summit Programme.
Stakeholders were encouraged to prioritise Midvaal youth and residents for training and development opportunities.
Participants received training in Cell Phone Repairs, Fourth Industrial Revolution (4IR) Skills, End-User Computing and Generic Management Learnership.
The programme was delivered in partnership with the Department of Communications and Digital Technologies, the Department of Women, Youth and Persons with Disabilities, Midvaal Local Municipality, National Electronic Media Institute of South Africa (NEMISA), the Vaal University of Technology (VUT), and Human Capital Learning Solutions (HCLS).
The Executive Mayor, Alderman Peter Teixeira, said the following during his opening remarks: “This occasion marks the culmination of hard work by the sixty-two young people who will receive their certificates today. We celebrate the unwavering commitment of our young people who embraced the opportunities before them. Despite the challenges they face, they dedicated themselves to completing this programme, equipping themselves with invaluable skills that will empower their future. What these young people have achieved will not only benefit them and their families but will also make a meaningful contribution to our communities.”
Midvaal Local Municipality will continue to work to create opportunities for all and bring opportunities directly to Midvaal’s youth, ensuring they have the skills and resources needed to build a sustainable future.

ISSUED ON BEHALF OF THE OFFICE OF THE EXECUTIVE MAYOR.
