The Municipal Manager of Midvaal Local Municipality is a results-driven executive with extensive experience in local government administration, public service leadership, and organizational development. Serving as the Accounting Officer (AO), the Municipal Manager is responsible for the daily operations, strategic direction, and execution of municipal policies, ensuring the effective, efficient, and sustainable delivery of services to the residents of Midvaal. With a strong background in municipal governance, project management, and public finance, the Municipal Manager excels at navigating the complexities of local government, building high-performing teams, and aligning operational goals with broader regional and national objectives. The role is focused on driving innovation in service delivery, enhancing community engagement, and fostering a transparent, accountable, and participatory local government.
The Municipal manager is supported by six direct reports, at Executive Director level, responsible for the following Departments:
- Financial Services
- Corporate Services
- Engineering Services
- Community Services
- Development & Planning
- Public Safety and Roads.
Key Responsibilities:
- Strategic Leadership: Provides strategic direction to the municipality, ensuring alignment with the council’s vision and goals, while promoting effective management of resources to achieve service delivery excellence.
- Operational Oversight: Leads and manages the day-to-day operations of the municipality, overseeing key departments, services, and staff, ensuring the smooth functioning of municipal operations.
- Policy Implementation and Compliance: Ensures that all policies, programs, and services are implemented effectively and in compliance with local, provincial, and national regulations.
- Financial Management: Oversees municipal budgeting and financial management processes, ensuring sound financial planning, resource allocation, and sustainability, while promoting fiscal discipline.
- Stakeholder Engagement: Fosters strong relationships with key stakeholders including the community, business sector, government agencies, and other local municipalities to promote collaborative governance and community development.
- Performance Monitoring and Evaluation: Implements performance management systems to assess the effectiveness of municipal services and operations, driving continuous improvement and accountability in service delivery.
- Risk Management and Crisis Response: Identifies and manages operational and strategic risks, implementing measures to mitigate these risks and ensuring the municipality’s long-term stability and resilience.
