Midvaal Local Municipality continues to make progress in improving road infrastructure through its ongoing War on Potholes campaign.

During the month of June, municipal teams repaired more than 1 900 potholes, covering a total area of 1 781,71 m², while maintaining an average weekly pothole closure rate of 83%.

The Municipality’s gravel road maintenance teams also attended to 25 roads, re-gravelling more than 21 kilometres of roadway to improve accessibility and driving conditions for residents.

In addition to pothole repairs, municipal teams have been hard at work enhancing road safety and the overall appearance of our communities by repainting stop signs, pedestrian crossings and speed humps, as well as restoring rusted road infrastructure.

These efforts are complemented by the work of other service delivery teams who conduct tree cutting, weed control, clear illegal dumping sites, and repair streetlights to improve visibility and safety at night.

Significant progress has been made on the rehabilitation of Boundary Road following extensive road failures that compromised sections of the roadway. Maintenance works aimed at restoring the structural integrity of the affected road section are currently 85% complete.

Another major road rehabilitation project currently underway is on Corrie Pypers Road in Golf Park. Teams found that Corrie Pypers has highly saturated and unstable ground conditions, needing additional remedial work.

Investigations revealed that the existing asphalt surface had been constructed directly on clayey subgrade with little to no supporting pavement layers. To address these challenges, dump rock has been installed to create a stable working platform and improve drainage. Construction of the new road layers is now underway.

Additional funding will be redirected to the project to accommodate the unforeseen site conditions and the expanded scope of work required.

The War on Potholes campaign remains ongoing, ensuring that Midvaal’s roads are safe and reliable.

Midvaal Local Municipality reflected on five years of service delivery, good governance, infrastructure investment and community development during the 2026 State of the Municipality Address (SOMA), delivered by Executive Mayor Alderman Peter Teixeira under the theme: “A Legacy of Service, A Future of Progress.”

The Executive Mayor, Alderman Peter Teixeira, highlighted the significant strides made by the municipality since 2021. All these achievements occurred despite a challenging economic climate marked by the aftermath of the COVID-19 pandemic, rising service delivery demands and increasing pressure on municipal finances.

Over the past five years, Midvaal has maintained its reputation as one of South Africa’s best-performing municipalities. The municipality adopted fully funded budgets every year, managed budgets totalling more than R9.5 billion, generated over R176 million in investment interest and maintained an average collection rate of between 90% and 95%.
Midvaal’s commitment to sound financial governance has resulted in twelve consecutive clean audits and recognition as South Africa’s Most Financially Sustainable Municipality for three consecutive years by Ratings Afrika. The municipality has also received more than 40 awards and accolades during the current term of office.

Midvaal made significant investments to improve community safety. More than R18 million was invested in public safety initiatives, including the expansion of surveillance infrastructure to over 600 cameras across the municipality and the establishment of a specialised Law Enforcement Unit. Additional investments exceeding R30 million strengthened fire and emergency services, while over R60 million was allocated to enhance traffic management and road safety.

The municipality also prioritised economic empowerment and skills development. The opening of Midvaal’s first Skills Development Centre in 2025 has already empowered hundreds of residents through digital skills, construction, occupational health and safety and life skills training programmes. Midvaal further supported more than 600 businesses through targeted economic development initiatives and facilitated investments that strengthened the local economy and created employment opportunities.
Service delivery has remained at the core of the municipality’s work over the past five years. Midvaal invested more than R90 million in expanding its municipal fleet, enabling departments to respond more effectively to community needs. The municipality maintained uninterrupted refuse collection services across all formal and informal settlements and invested in parks, libraries, sports facilities and community amenities to improve residents’ quality of life.

Over R190 million was invested in roads and stormwater infrastructure over the Mayoral term, resulting in the upgrading of numerous roads, extensive pothole repairs and improvements of our road network across all communities. Significant investments were also made in electricity, water and sanitation infrastructure, including the construction of the Sicelo Substation, upgrades to sewer networks, water reservoir refurbishments and projects aimed at reducing water losses.

Midvaal’s social development programmes continued to deliver meaningful impact. Thousands of housing opportunities were facilitated through various human settlements projects, while more than 2 300 title deeds were transferred to beneficiaries. Support programmes for youth, women, persons with disabilities, older persons and vulnerable households expanded significantly during the term.
Innovation and digital transformation also featured prominently in the municipality’s achievements. The enhancement of the MyMidvaal App, website and WhatsApp Virtual Agent improved accessibility and responsiveness, while complaint resolution rates increased to 96%.

The municipality remains committed to building on the strong foundation laid over the past five years.

The Midvaal Local Municipality War on Potholes Campaign continues to make significant progress, with Roads Teams achieving an impressive 84% (on average) pothole closure rate in the areas currently being attended to.

The War on Potholes campaign, which was launched on 29 April 2026, aims to fast-track repairs, patch potholes, and restore Midvaal’s roads to pristine condition. Nearly a month into the campaign, municipal Roads Teams have made visible progress across several communities.

Over the past two weeks, the majority of Roads Teams have been deployed in Walkers Fruit Farms, Homestead Apple Orchards, Janteen, Meyerton Farms, and the Meyerton CBD.

During the week ending 10 May 2026, teams conducted repair work on Centre Road, New Road, Foothill Road, Power Road, Plantation Road, Cross Road, South Road, Meyerton Road, Alma Road (Meyerton Farms), Johan Le Roux Road, Galloway Street, Donald Road, Bontebok Street, Service Lane, Reitz Street, Pierneef Boulevard, Carvalho Street, and Boet Kruger Street. A total of 1 199 potholes were identified during this period, with 929 successfully repaired, covering more than 550 square metres of road surface.

In the week ending 17 May 2026, repair teams continued work on Cross Road, South Road, Meyerton Road, Johan Le Roux Road, Galloway Street, Donald Road, 1st Road, 3rd Road, 6th Road, Seymour Road, and Saur Road. During this period, 784 potholes were identified and 543 repaired, covering approximately 397.76 square metres. Additional road maintenance work includes marking of 18 stop signs , 32 rusted poles repainted, 1 pedestrian crossing repainted and 15 faded road signs replaced or installed.

In Walkers Fruit Farms, teams also had to address extensive stormwater and drainage challenges following recent heavy rainfall.  Approximately 55mm of rainfall was recorded on 4 May 2026, followed by a further 40mm on 5 May 2026. The area remains waterlogged in parts, with water ponding and runoff affecting several roads and properties. To minimise further road deterioration and restore accessibility, teams prioritised earth drainage and stormwater management interventions before commencing with pothole repairs.

Furthermore, our Development and Planning Teams conducted inspections to assess road damage, the impact of heavy-duty vehicles, and land-use compliance. Preliminary findings indicate a high concentration of industrial and commercial activity, placing pressure on municipal roads. The Municipality will engage affected businesses to explore partnerships aimed at protecting and preserving road infrastructure.

The War on Potholes Campaign will move to Meyerton Farms, while the appointed contractor begins work on Boundary Road.

The municipality remains committed to maintaining and building safe, reliable, and accessible roads for all residents.

Midvaal Local Municipality officially launched its War on Potholes campaign, an intensified intervention aimed at accelerating efforts to address the road maintenance backlog across the municipality.

Recent heavy rainfall has significantly deteriorated road conditions, disrupting planned maintenance schedules and increasing the urgency for repairs.

The Executive Mayor, Alderman Peter Teixeira, was joined by the Municipal Manager, Mr Phumudzo Magodi and councillors to mark the launch of this critical campaign.

As part of efforts to restore our roads to a high standard, the municipality has appointed an external contractor to supplement the work of internal municipal roads teams. The contractor will prioritise outer and peripheral areas, including Walkerville, Homestead Apple Orchards, Daleside, De Deur, and Walkers Fruit Farms, focusing on road maintenance and pothole patching. Internal municipal teams will concentrate on central areas such as Meyerton, Sicelo, Riversdale, and Kookrus.

The municipality will dedicate a substantial budget to fog spraying, overlaying, resurfacing, and converting roads from gravel to tar. This investment will also ensure that teams are equipped with the necessary resources and machinery to improve the overall condition of the road network.

The campaign places strong emphasis on supervision and accountability to ensure improved turnaround times and high-quality workmanship. To strengthen oversight, the Executive Mayor has established a dedicated Roads War Room to monitor progress and receive regular reports on work undertaken by all teams.

Midvaal will, in the coming weeks, announce a new dedicated toll-free number and email address to handle road-related complaints, with dedicated personnel who will escalate issues for action and quick resolution.

The municipality is also exploring innovative technologies and equipment to modernise operations and fast-track road maintenance. In addition, the Human Resources Department has been tasked with assessing skills gaps and implementing targeted development programmes to strengthen our teams’ capacity.

Businesses operating within Midvaal will be engaged to play their part, particularly those whose heavy-duty trucks contribute to road damage. The Department of Development and Planning has been tasked with identifying key routes impacted by such activity, so that we can directly approach these businesses to partner with the municipality.

These coordinated interventions are designed to improve response times and restore the quality and reliability of Midvaal’s road network.

Midvaal Local Municipality has completed the construction of the Screen Chamber Project at the Savanna Pump Station to improve reliability and efficiency at the facility.

The pump station, which services the Savanna City RDP and bonded sections, experienced frequent breakdowns due to foreign materials such as rags, stones, wood, and metal entering the sump and damaging the pumps. This not only led to operational disruptions and increased maintenance costs but also reduced pumping efficiency and required regular cleaning by appointed contractors.
To address these challenges, the municipality approved the installation of the Screen Chamber as part of ongoing efforts to strengthen critical infrastructure. The completion of the screen chamber will significantly reduce the entry of debris into the pumps, improving system reliability and overall performance.

It will also reduce maintenance costs, prevent sewer overflows, and extend the lifespan of the pumping equipment. Furthermore, sump cleaning will now be more efficient and manageable. The facility is now equipped with a manual screening system, with provision made for future upgrades to a mechanical screening system as part of ongoing infrastructure improvements. Construction of the Screen Chamber commenced in October 2025 and was completed in February 2026. The total project cost amounted to R998 712.00 excluding VAT, and R1 148 806.80 including VAT. This project reaffirms Midvaal’s commitment to maintaining critical infrastructure, improving the effective management of wastewater systems, and protecting the health and well-being of its residents. Midvaal will continue to invest in its infrastructure to ensure we deliver reliable and excellent service delivery to all our communities.
