Midvaal Local Municipality is intensifying its efforts to enhance road safety and ensure safer roads for all road users.

This week the Executive Mayor, Alderman Peter Teixeira, joined the Traffic Division in their road safety campaigns with a strong focus on the inspection of scholar transport.

The operation was conducted at Meyerton High School, De Deur Primary School and Randvaal Primary School.

These inspections aimed to check for scholar transport permits, prevent overloading of learners and ensure roadworthiness of vehicles.

The campaign also focused on driver education to promote compliance with the rules of the road and responsible driving behaviour.

The road inspections revealed several serious contraventions, including heavy motor vehicles and buses being found unroadworthy, minibus taxis operating without a valid Professional Driving Permit (PrDP), drivers without valid PrDPs, and vehicles being discontinued from service due to critical mechanical defects and were impounded.

In many scholar transport vehicles, we found children being dangerously overloaded, with some forced to sit on benches and even on car batteries that had been improvised as makeshift seats.

These findings highlight the importance of ongoing enforcement and awareness efforts to improve road safety for all road users.

Our Traffic Division has consistently risen to the challenge and, over the years, has pursued innovative approaches to strengthen traffic services and enhance safety on our roads.

Significant investments have been made in procuring mobile radios, vehicle-monitoring cameras, law enforcement scanners, and other critical support resources to bolster our road safety efforts.

Traffic officers are equipped with body-worn cameras and traffic scanners, promoting improved performance, accountability, and ethical conduct.

These interventions form part of our ongoing commitment to protecting lives and making Midvaal’s roads safer for all.

These road safety operations will continue across our municipality to ensure the safety of learners, commuters, and all road users.

MIDVAAL OPENS APPLICATIONS FOR MAYORAL STUDENT FINANCIAL AID

Midvaal Local Municipality has once again opened applications for the Mayoral Student Financial Aid Programme.
The programme was launched in 2024 to support students pursuing higher education qualifications and is now in its third year.

The Mayoral Student Financial Aid assists with tuition and registration fees, as well as essential study resources such as laptops and textbooks.
Since its inception in 2024, the Fund has disbursed more than R1.5 million in funding, benefiting over 57 students and supporting them on their academic journeys.
In response to the continued high demand for study assistance, R750 000 has once again been allocated for this academic year.

As a municipality, we remain committed to the Mayoral undertaking of creating opportunities for all.
Our goal is to ease the financial burden on students so they can focus on their studies and go on to contribute meaningfully to society.

Applications for the Mayoral Student Financial Aid are now open and will close on Friday, 23 January 2026.

MIDVAAL ACHIEVES 12TH CONSECUTIVE CLEAN AUDIT

Midvaal Local Municipality is proud to announce the achievement of its 12th consecutive clean audit for the 2024/25 financial year, reaffirming our position as one of South Africa’s most accountable and well-governed municipalities.

The municipality was once again audited on its financial statements, annual performance report, and compliance with legislation. This includes, among other things, annual financial statements, performance reports, and annual reports, as well as procurement and contract management, revenue management, and asset management.

The clean audit demonstrates Midvaal’s dedication to strong financial management, accountability, and effective oversight. The Auditor-General praised the municipality for spending 97% of its budget and achieving 89% of the service delivery targets, which is an improvement from the previous year’s achievement of 65%. The municipality is also spending enough to maintain the infrastructure to ensure sustainable and continuous service delivery in the Midvaal region. The Auditor-General also praised the strong culture of accountability through the implementation of consequence management.

In the 2023/2024 financial year, the Auditor-General urged the municipality to reduce water and electricity losses. Strengthen debtor collection to improve financial sustainability and tighten Supply Chain Management and financial management processes to prevent and address Unauthorised, Irregular, Fruitless, and Wasteful Expenditure (UIFW).

Midvaal implemented several projects in 2024/25, including replacing ageing water infrastructure, repairing leaks, and penalising illegal connections.

The municipality also converted all electricity meters to TID, bringing electricity losses down to 7.28%, which is below the national norm. The municipality is also intensifying revenue collection through prepaid meter conversions, stricter credit control, disconnections for non-paying businesses, and appointing debt collectors. The Municipal Public Accounts Committee (MPAC) has strengthened consequence management, fast-tracked UIFW-related investigations, and improved oversight.

The clean audit is not just a paper exercise; it demonstrates a municipality committed to financial discipline, ensuring that every rand of public money is used to improve service delivery and uplift our communities.

Midvaal will continue to work to ensure that these clean audits continue to translate into tangible service delivery that every resident can see, feel, and touch.

MIDVAAL INVESTS R18 MILLION TO STRENGTHEN COMMUNITY SAFETY EFFORTS AND EXPAND CRIME PREVENTION TOOLS

Midvaal Local Municipality continues to make significant investments towards the safety of its residents in line with our key Mayoral Undertakings of  Investing in Safety and Security for all people of Midvaal.

The Executive Mayor, Alderman Peter Teixeira, reaffirmed this commitment during a meeting with the Community Policing Forum (CPF) structures from across Midvaal held on Thursday, 20 November 2025.

Since taking office in 2021, this administration has invested at least R18 million into improving community safety.

In this period, the Municipality has distributed at least 560 portable radios, 650 torches, and 300 reflector vests to patrollers, CPF members, and communities to strengthen visibility and improve communication during safety initiatives.

These tools have played a vital role in supporting the daily work of volunteers and community safety partners.

Midvaal has also significantly expanded its surveillance capacity, with over 600 cameras now monitoring our areas.

These include SNIPR licence-plate-recognition cameras, high-site and solar-powered units, and advanced pan-tilt-zoom and thermal cameras used to monitor municipal properties, infrastructure, and key traffic routes and areas.

In addition, the Municipality is finalising the recruitment of personnel who will form part of the Safety Unit Task Team. Once deployed, this team will conduct patrols across Midvaal in support of SAPS and the Community Policing Forum (CPF).

All these investments reaffirm that the promise to invest in the safety and security of all people was not an empty one, as it has found expression in the budget process, the strategic framework, and the key performance outputs of the municipality.

This commitment is further demonstrated through the Municipality’s Safety Plan, which brings together a broad network of stakeholders, including SAPS, private security companies, CPF structures, Peace Officers, the Victim Empowerment Unit, Law Enforcement, and neighbourhood and block watch groups.

Midvaal remains committed to building safer communities, and we will continue to invest in tools, partnerships and infrastructure needed to protect our residents.
