Integrated Development Plan (IDP) 2025/2026

Section 29 (1) (b) (i) and (ii) of the Municipal Systems Act, 2000 requires that the local community be consulted on its development needs and priorities, and to participate in the drafting of the Integrated Development Plan (IDP). During October 2024, the municipality conducts engagements with communities to ensure its planning is aligned to community needs and thereafter prepares a budget accordingly. The meetings will be held as set out in the below schedule.

MIDVAAL PARTNERS WITH AFRIGUARD TO ADDRESS SKILLS GAP AMONG “FORGOTTEN GENERATION”

The Office of the Executive Mayor has partnered with Afri Guard for a security guard training programme for people who are 35 years and older, a group often referred to as the “forgotten generation”.

This initiative stems from the promise that the Executive Mayor, Alderman Peter Teixeira made in his manifesto speech in 2021 and is in line with the Mayoral Undertaking of Creating Opportunities for All.

Alderman Teixeira committed to empowering the forgotten generation as they are often excluded from government interventions, scholarships and internships.

The Executive Mayor made the following remarks from his 2021 speech: “I call them the “Forgotten Generation. This is a group of men and women who are between the ages of 35 -45, who can still be economically active yet, do not have the education, skills or employment opportunities that the youth for instance is now exposed to. Do not get me wrong. Youth are also impacted by the inequality of our times. However, the ‘forgotten generation’ also happens to be parents to future generations. They have immense familial pressure and yet have been excluded from government interventions, scholarships and internships. Today, I wish to recognise and assure them that I see them, I hear them and that they too will be empowered through this administration.

While we acknowledge the impact of inequality and limited opportunities on the youth, many existing upliftment and empowerment programmes are often geared towards them.

This security guard training programme is one of several efforts aimed specifically at addressing the unique needs of those who fall outside traditional youth development initiatives.

Unemployment is a huge challenge in South Africa; however, we also understand that the challenge is not only the lack of jobs but also the gap between the skills people have and the skills employers need.

Through this initiative, we are not only addressing the issue of unemployment but also equipping the Forgotten Generation with relevant skills to thrive in today’s economy.

LOCAL FIREFIGHTER TO REPRESENT SOUTH AFRICA AT THE 15TH WORLD FIREFIGHTER GAMES

Tertius Engelbrecht, Station Officer at Midvaal Local Municipality’s Fire Department, is set to represent South Africa on the global stage at the 15th World Firefighter Games in Aalborg, Denmark. The World Firefighter Games are often considered the “Olympic Games” for firefighters. Tertius, who has been a dedicated member of the Midvaal Fire and Rescue for over 20 years, was selected as one of 11 firefighters to compete against 3000 firefighters from around the world in this event, taking place from 7th to 14th September 2024.

Tertius has consistently showcased his skills and leadership in various firefighting competitions throughout his career, in addition to being one of the main organisers of the annual Fit to Fight Fire competition and expo. His achievements include setting world records, leading his team to numerous victories, and earning the respect and admiration of his peers.

Some of his notable accolades include:

World Record: Fire Truck Pull (2015, SAESI)

Best Technical Team: SAESI 2017 Vehicle Extrication Challenge (3rd place overall)

DRAGER SA Toughest Firefighters Challenge: 1st Place Team Event (2023) and 2nd Place Individual Event (2024)

During the Toughest Firefighter Alive Competition in Mossel Bay in 2023, Tertius took first place in his age category. This was after the 2022 event where he was placed third in his age category. These achievements earned him his well-deserved spot in the South African team for the 15th World Firefighter Games.

In addition to his competitive achievements, Tertius continues to demonstrate unwavering commitment to his community and colleagues. He has been instrumental in leading the Midvaal Team to numerous victories. In 2013, Tertius was part of the team that won the prestigious Centrum Guardian Project for working at the bus accident that claimed 19 lives in 2012.

As he prepares to take on this international challenge, Tertius expresses his gratitude to those who have made this journey possible:

MIDVAAL LOCAL MUNICIPALITY CELEBRATES THE FIRE DEPARTMENT’S CONTINUED EXCELLENCE

The Midvaal Local Municipality is proud to announce the achievements of our fire department at the annual Dräger Fire Combat and Rescue Challenge held on 25 July 2024. Our fire department has once again demonstrated its exceptional prowess by securing the top spot for the fourth consecutive year.

The event witnessed fierce competition from various fire and emergency teams across the country. The four Midvaal teams demonstrated their unwavering dedication, extraordinary skills, and unparalleled teamwork throughout the challenge.

The Dräger Fire Combat and Rescue Challenge featured a series of intense challenges, including an Overall Toughest Firefighter Challenge, a Cross Fit Challenge, as well as a specialised rescue simulation using the Confined Spaces Truck. These challenges are designed to assess firefighters’ abilities to combat real-life emergency scenarios. Midvaal Team 1 brought home the trophy as the overall winner, while the Mixed team (male and female) secured a second place in their category.

The team also brought home several medals for individual categories.

FAKE HOUSING ALLOCATIONS INFORMATION: SAVANNA CITY DEVELOPMENT

Dear Midvaal Residents

The Municipality has received numerous enquiries from members of the community regarding the allocations of houses in Savanna City this week. The Municipality would like to confirm that the information currently in circulation is ‘fake’ and there are currently no housing allocations planned for the Savanna City Housing Project.

The community is requested to stay alert at all times and report any misleading information to the South African Police Services. Members of the public will be duly informed of any housing opportunities once available and confirmed with the relevant stakeholders.

NERSA APPROVED ELECTRICITY INCREASES THREATEN BASIC LIVING STANDARDS FURTHER DRIVING MILLIONS INTO POVERTY

On 1 July 2024, Midvaal Local Municipality was among the local municipalities that implemented the National Energy Regulator of South Africa’s (NERSA) 12.72% increase in electricity tariffs.

In just a few days, the municipality has been inundated with complaints from across our communities, with residents bemoaning how expensive it has become to access electricity.

According to independent estimates, electricity prices have grown by more than 450% since 2008, a tariff increase that is six times higher than the inflation rate.

These increases have had and continue to have a catastrophic impact on South Africans, especially low-income households who must choose between basic items such as groceries or electricity.

Although the right to electricity is not explicitly expressed in the text of the Constitution, it is fundamental for maintaining basic living standards.

Without electricity, people are deprived of basic necessities, such as lighting, refrigeration of food items and the simple ability to take a warm bath, especially in this harsh winter season.

Electricity reduces reliance on harmful fuels like coal and wood which have been proven to cause respiratory issues.

Access to electricity allows people to engage in income-generating activities, reducing poverty and improving their economic status.

Section 10 of the South African Constitution protects the right to human dignity, and electricity enables individuals to access a basic standard of living, thereby contributing to the realisation of human dignity.

Access to electricity is quickly becoming a luxury that many ordinary South Africans will not be able to afford.

South Africans are already struggling with the high cost of living, and the double-digit increase in electricity tariffs will further drive them into a life of poverty.

The unaffordability of electricity may lead people to take drastic measures such as connecting to the grid illegally, further weakening municipalities’ revenue collection and their ability to provide services.

Should this trend continue, it will lead to energy deprivation, further pushing up the scales against the poor who are already struggling in this economy.

Ordinary South Africans cannot be expected to carry the burden of the rampant corruption and mismanagement that has been so prevalent at Eskom.

Instead of addressing the institutional challenges that Eskom faces and providing tangible reforms to the current energy crisis, the government seems determined to pass the cost on to South Africans through constant and endless billion-rand bailouts (carried by taxpayers) and the NERSA-approved increases.

Municipalities such as Midvaal must now face the full wrath of angry residents who are struggling to stay afloat in this economy and keep their lights on.
