PROPERTY ZONING AND PERMISSIBLE LAND USE RIGHTS

Dear Midvaal residents

Each property within the jurisdiction of the Midvaal Local Municipality has an allocated zoning and permissible land use rights in terms of the Midvaal Land Use Scheme, 2023. The permissible land use rights allocated to the property allow for property development to be within the specified development parameters.

Residents are encouraged to visit  the Department of Development and Planning, Land Use Management Section, from Monday to Friday, between 08:00 am to 15:00 pm to inquire about the zoning and permissible land use rights of their properties.

MIDVAAL TAKES ACTION FOLLOWING HENLEY ON KLIP COMMUNITY FEEDBACK

Midvaal Local Municipality held a feedback meeting with the Ward 15 community in Henley on Klip following the Mayoral Imbizo in February, during which residents raised several service delivery challenges.

The Mayoral Imbizos are designed to connect with residents in the outlying areas of the municipality. During the initial session, residents raised several concerns, including:

Concerns about crime in the area.
Need for tree and grass cutting to improve safety.
Improving the state of the roads.
Calls for streetlight installation to enhance security while maintaining the suburb’s character

To address concerns about criminal activity in the area, the municipality has engaged with the South African Police Service (SAPS), and regular law enforcement operations will be conducted. In addition, the municipality is in the process of hiring personnel to form part of the Safety Unit Task Team, which will patrol across Midvaal in support of SAPS and the Community Policing Forum (CPF).

Midvaal has also installed safety cameras at the Salojee Bridge, at the corner of Henley Drive and Rooibok, and outside the Merchant Hotel. The municipality has also installed a solar-powered Apollo light to enhance visibility and help deter criminal activity.

Potholes have been patched on Ewelme Road, The Avenue, St Davids Road, and other internal roads. To further improve road conditions and extend their lifespan, the following roads were fog-sprayed: Fraser, Aston, Oxford, Regatta, Wargrave North, and Iffle Road.

Tree trimming and grass cutting operations have been conducted in several places, including in overgrown stands. This will remain ongoing throughout the year.

To address concerns about the mushrooming of illegal spaza shops, the municipality will survey and compile a database of all spaza shops in Henley on Klip, note their compliance status, and conduct joint inspections to verify approvals.

The Municipality will be visiting other areas as part of the Mayoral Imbizo public engagements to provide feedback to communities we met with earlier this year, including New Kentucky, De Deur, and Elandsfontein.

Midvaal remains committed to listening to its residents and addressing service delivery concerns to ensure the well-being and satisfaction of the community.

MIDVAAL SMALL-SCALE EMBEDDED GENERATION (SSEG) POLICY & REGISTRATION

Dear Midvaal residents,

As previously communicated, residents, businesses, and industries are reminded of the registration period for alternative energy/electricity systems (including solar PV), running from 1 September to 30 December 2025. A 50% discounted application fee of R969.11 remains applicable during this period.

  • To simplify the process, Midvaal Local Municipality has introduced an online registration option. Applications may now be conveniently completed online by visiting SSEG Registration.
  • Once completed, online application forms may be submitted via email to NqobaniN@midvaal.gov.za and mphoym@midvaal.gov.za.

The Municipality encourages all customers to make use of this window period to ensure compliance and to avoid penalties for unregistered systems after the closing date.

A PROMISE MADE A PROMISE DELIVERED: MIDVAAL OPENS GROUNDBREAKING SKILLS DEVELOPMENT CENTRE

On Monday, 1 September 2025, Midvaal Local Municipality opened its first Skills Development Centre in Savanna City. The project, initiated in line with the Executive Mayor, Alderman Peter Teixeira’s Mayoral Undertaking of Creating Opportunities for All, has been a long time coming, years in the making and a true milestone for the municipality. This promise, first made in 2021, required persistent effort, extensive planning, and countless negotiations to finally bring the vision to life.

The Centre is also the result of a strategic partnership between Midvaal Local Municipality and HEINEKEN Beverages, reflecting a shared commitment to empowering communities through education, training, and opportunity. The Skills Development Centre is designed to bridge the skills gap in our community by offering training in various artisan trades, including plumbing, carpentry, bricklaying, electrical work, millwrighting, boiler making, and many others. In addition, the Centre will serve as a hub for innovation and enterprise development, equipping young people and the local workforce with practical skills, while also providing SMMEs with access to information and facilities to support business growth.

The Executive Mayor, Alderman Peter Teixeira, remarked: “Young people want to contribute meaningfully to their families, their communities, and to our country. But too often, the opportunities have been limited because of South Africa’s sluggish economic growth. This Skills Development Centre is a direct response to that reality. It is about equipping our people with the tools to create a better life for themselves.”

HEINEKEN Beverages Managing Director, Jordi Borrut, added: “Our donation of containers for this Skills Centre reflects our commitment to sustainable solutions that serve real community needs.  We applaud the Mayor’s leadership in driving skills development, and we’re proud to play a role in enabling spaces that empower local communities with knowledge and opportunity

The CEO of Ranyaka Community Transformation, Ms Sithembiso Malevu, the Centre’s implementing agent, also noted: “The Skills Development Centre represents a new chapter for Midvaal and its communities. For us at Ranyaka, this is more than just a building; it is a platform of opportunity where young people, women, and small businesses can access the skills, networks, and resources they need to thrive. We are proud to collaborate with the Municipality and HEINEKEN in making this vision a reality, and we look forward to walking this journey with the community to ensure the Centre remains responsive to their aspirations.”

The opening of this Centre, along with the new partnerships and commitments, marks the beginning of a lasting legacy, one that extends beyond a single project and reflects Midvaal’s broader vision of empowering the youth and workforce of this region.

Midvaal Local Municipality will continue to work to create opportunities for all and bring opportunities directly to Midvaal’s youth, ensuring they have the skills and resources needed to build a sustainable future.

INVITATION FOR COMMENTS FROM ALL STAKEHOLDERS AND INTERESTED PARTIES IN THE MIDVAAL JURISDICTION

Notice is hereby given in terms of Section 21A of the Local Government: Municipal Systems Act, Act 32 of 2000 read with Section 127(5) of Local Government: Municipal Finance Management Act, Act 56 of 2003 (MFMA), that the Midvaal Local Municipality at its meeting held on 28 Aug 2025, approved the Draft (Unaudited) Annual Report 2024/2025, inclusive of the unaudited Annual Financial Statements and unaudited Annual Performance Report. It must however be noted that the Auditor-General will only issue its report in terms of Section 126 (3)(b) of the (MFMA) after 30 Nov 2025.

The said document will be available for inspection in terms of Section 127 (5)(a)(ii) of the MFMA, at Room 104c, Midvaal Municipal Offices, Civic Centre, 25 Mitchell Street, Meyerton, satellite offices (Department: Community Services, c/o Middle & Weilbach Road, The De Deur Estates & Department: Engineering Services, Rooibok Street, Daleside), all clinics and libraries for a period of 21 days, after date of this publication. The document will also be available on the official website of the municipality, namely www.midvaal.gov.za.

Any representation must be forwarded to the Municipal Manager on or before Friday, 26 Sep 2025 at 16:00 in writing.
