MIDVAAL COMPLETES SAVANNA PUMP STATION UPGRADE TO IMPROVE RELIABILITY AND PREVENT SEWER OVERFLOWS

Midvaal Local Municipality has completed the construction of the Screen Chamber Project at the Savanna Pump Station to improve reliability and efficiency at the facility.

The pump station, which services the Savanna City RDP and bonded sections, experienced frequent breakdowns due to foreign materials such as rags, stones, wood, and metal entering the sump and damaging the pumps. This not only led to operational disruptions and increased maintenance costs but also reduced pumping efficiency and required regular cleaning by appointed contractors.
To address these challenges, the municipality approved the installation of the Screen Chamber as part of ongoing efforts to strengthen critical infrastructure. The completion of the screen chamber will significantly reduce the entry of debris into the pumps, improving system reliability and overall performance.

It will also reduce maintenance costs, prevent sewer overflows, and extend the lifespan of the pumping equipment. Furthermore, sump cleaning will now be more efficient and manageable. The facility is now equipped with a manual screening system, with provision made for future upgrades to a mechanical screening system as part of ongoing infrastructure improvements. Construction of the Screen Chamber commenced in October 2025 and was completed in February 2026. The total project cost amounted to R998 712.00 excluding VAT, and R1 148 806.80 including VAT. This project reaffirms Midvaal’s commitment to maintaining critical infrastructure, improving the effective management of wastewater systems, and protecting the health and well-being of its residents. Midvaal will continue to invest in its infrastructure to ensure we deliver reliable and excellent service delivery to all our communities.

APPROVAL OF THE PROPOSED ELECTRICITY TARIFFS FOR THE 2026/27 FINANCIAL YEAR AS PER COST OF SUPPLY STUDY

IT WAS UNANIMOUSLY RESOLVED:

1. That the continued validity of the Cost of Supply (CoS) study completed during the 2024/25 financial year, be noted.

2. That the proposed 2026/27 electricity tariffs, informed by the CoS study and benchmarked against the Eskom-approved increase, be considered for submission to NERSA.

3. That Council notes that the updated cost of supply study outcome indicates an adjustment of approximately 21.9% to allow the Municipality to align the current existing tariffs to cost- reflective levels.

4. That the Finance Section ensure compliance with all publication, public participation and regulatory submission requirements.

PURPOSE:

To obtain Council approval of the proposed 2026/27 electricity tariffs, informed by the approved Cost of Supply (CoS) study and benchmarked against the Eskom-awarded tariff increase, for submission to the National Energy Regulator of South Africa (NERSA).

To submit the 2026/27 proposed electricity tariffs to Council that will be used to apply to NERSA for approval and to comply with the Court Order of 4 December 2025 between AFRIFORUM NPC (Applicant), NERSA, SALGA, Eskom Holdings SOC Limited and the 192 municipalities in South Africa (Respondents).

RECOMMENDATIONS:

R59 CORRIDOR STRATEGIC DEVELOPMENT PLAN REVIEW

STAKEHOLDER PLANNING WORKSHOP NOTICE

Midvaal Local Municipality in collaboration with the Department of, Land Reform and Rural Development (DLRRD) is undertaking the review and compilation of the Development Plan for the R59 Corridor Area.

A Stakeholder Planning Workshop will be held on 10th and 11th April to allow all Interested and Affected Parties an opportunity to interact and engage around area themed tables while exploring maps, sharing ideas and providing comments and feedback. The study will include areas along the R59 corridor. Scan the QR Code for the detailed map of the study area.

MIDVAAL OPENS R22 MILLION GRAVEL-TO-TAR ROAD PROJECTS

Midvaal Local Municipality officially opened seven newly converted gravel-to-tar roads, reinforcing its commitment to infrastructure development.

The following roads were completed at a cost of R22 million (excluding VAT and professional fees): Takbok, Steenbok, Waterbok, and Bloubok Roads in Highbury, Lorentz Street in Meyerton Extensions, Eben Donges Street in Kookrus, and Willie van der Merwe Street in Riversdale.

The scope of work included site establishment, clearing, grubbing of road reserve and roadbed preparation as well as compaction.

It further included the construction of subbase and base layers, stabilisation and the construction of kerbs and channels.

There was application of prime coat and tack coat, laying of compaction of asphalt surfacing, road markings and traffic signage.

It also involved installing kerbs and drainage, laying the tar surface, and completing the project with road markings and traffic signage to ensure the safety of all road users.

In line with our commitment to creating opportunities and promoting local economic development, the road project created opportunities for twenty-one (21) SMMEs, which were contracted for services such as site establishment, kerbing, backfilling and other logistical support services.

At least eighteen (18) labourers and two Community Liaison Officers (CLOs) were employed during the construction phase of these roads.

Midvaal remains committed to delivering excellent service and will continue investing in infrastructure development to strengthen and improve road networks for the benefit of all residents.

MIDVAAL INCREASES MAYORAL STUDENT FINANCIAL AID TO R1.1 MILLION, FUNDING 44 LEARNERS

Midvaal Local Municipality has increased the Mayoral Student Financial Aid Programme to more than R1.1 million for the 2026 academic year.
As a result of the increased budget, Midvaal will assist at least 44 learners with financial support for the 2026 academic year, up from 37 in the previous year.
The initial budget was R750 000, but due to the growing demand, the Municipality proposed an additional R305 000 as part of the Adjusted Capital and Operating Budgets for the 2025/2026 financial year.
The adjustment of the Mayoral Student Financial Aid was approved during the second Ordinary Council meeting.
Nedbank contributed R50 000 to the fund, increasing the total budget for the Mayoral Student Financial Aid Programme to R1 105 000.
This increase ensures that more deserving young people are given the opportunity to further their education and invest in their futures.
Since its inception in 2024, the Mayoral Student Financial Aid Fund has disbursed more than R2.6 million in funding, benefiting at least 101 students and supporting them on their academic journeys.
Midvaal remains committed to assisting those who aspire to pursue higher education, and we will continue exploring ways to strengthen and grow the programme in response to community needs.

MIDVAAL COMPLETES R12 MILLION PAPEGAAI GRAVEL-TO-TAR ROAD PROJECT

Midvaal Local Municipality has successfully completed the Papegaai Road gravel-to-tar project at a total cost of R12 million.
The project commenced in September 2025 and was completed on time and within budget.
The scope of the project included mass earthworks, including the excavation, hauling, and compaction of soil and rock to establish stable foundations.
We also constructed pavement layers and applied a 30mm-thick asphalt surfacing.
The project also included the installation of prefabricated concrete kerbs and edge beams, the construction of traffic-calming speed humps and pedestrian crossings, as well as the installation of road markings and traffic signage.
In line with our commitment to create opportunities and local economic development, the project created opportunities for nine SMMEs and seven local labourers, who directly benefited from this project.
Midvaal remains committed to investing in the development of its infrastructure and will continue to leverage resources to expand and improve the municipal road network for the benefit of all communities.
