HOW TO APPLY

  • Application form (from student).
  • Recommendation Letter (from ward councilor).
  • Certified ID Copies (Student, Parents & Guardian).
  • Certified Copy of Matric / Academic results.
  • Letter of Acceptance from Institution with Registration amount including bank details.
  • Proof of Residence.
  • Parents / Guardian proof of income or affidavit incase parents or guardians are unemployed.

Submission date: 09 Jan – 23 Jan 2026 at Office of the Executive Mayor. No late Applications will be considered.

MIDVAAL CLAMPS DOWN ON LAWLESSNESS WITH JOINT OPERATION IN DE DEUR AND WALKERVILLE

Following several requests from community members, Midvaal Local Municipality conducted a joint operation in the De Deur and Walkerville areas to address lawlessness and ensure compliance with applicable laws and by-laws. The operation was carried out in collaboration with the South African Police Service (SAPS), the Department of Home Affairs’ Immigration Unit, Traffic Services, the Fire Department, as well as Health and Building Inspectors. During the operation, a total of 49 individuals, 14 vehicles, and two premises were searched.

SAPS arrested four foreign nationals without valid documentation, one individual for the sale of illicit cigarettes, and two individuals for aiding, employing, and harbouring persons without valid documentation. A mini roadblock was conducted to assess vehicle roadworthiness and driver compliance. Several offences were identified, including unroadworthy vehicles and the use of cell phones while driving. The necessary fines were issued. Compliance inspections were conducted at 11 spaza shops, resulting in four non-compliance warnings being issued and two shops being closed.

Several establishments were also found to be operating without valid Certificates of Acceptability (COAs). Inspectors found expired food products and shops operating in unhygienic conditions. The municipality will continue to conduct joint operations in collaboration with relevant authorities and stakeholders.

MIDVAAL CONDUCTS JOINT OPERATION IN MEYERTON CBD, SHUTS DOWN NON-COMPLIANT BUSINESSES

Midvaal Local Municipality conducted a joint operation in the CBD, led by the Executive Mayor, Alderman Peter Teixeira, and Members of the Mayoral Committee. This multi-stakeholder operation forms part of our ongoing efforts to ensure full compliance with municipal by-laws and protect the well-being of our residents. These operations are conducted regularly across Midvaal to uphold safety, order, and lawful business practices.

The inspection was carried out in partnership with the South African Police Service (SAPS), including the K9 Unit, Blue Shield compliance officers, Health Inspectors, Building Inspectors, the Fire Department, the Engineering Department, and other municipal officials. During the operation, several serious contraventions were uncovered, posing significant risks to public health and safety, including:

Unhygienic operating conditions in direct violation of health standards.

Lack of fire extinguishers and inadequate fire safety measures.

Expired food products being sold to customers.

People living and sleeping inside business premises.

Shops operating in buildings not approved by the Municipality.

A total of 12 notices were issued during the operation for unauthorised occupation, non-compliance with environmental health regulations, and non-compliance with fire safety requirements. Seven shops were immediately shut down for posing clear risks to public safety and failing to meet by-law standards. They will remain closed until they fully comply with the Municipality’s regulatory requirements. We also identified hotspots where drugs are allegedly being sold. These areas have been flagged and will be taken up with SAPS to ensure swift and decisive action. We will continue to intensify enforcement operations throughout the municipality to safeguard our communities and ensure that all businesses operate lawfully and responsibly.

MIDVAAL ACHIEVES 12TH CONSECUTIVE CLEAN AUDIT

Midvaal Local Municipality is proud to announce the achievement of its 12th consecutive clean audit for the 2024/25 financial year, reaffirming our position as one of South Africa’s most accountable and well-governed municipalities.

The municipality was once again audited on its financial statements, annual performance report, and compliance with legislation. This includes, among other things, annual financial statements, performance reports, and annual reports, as well as procurement and contract management, revenue management, and asset management.

The clean audit demonstrates Midvaal’s dedication to strong financial management, accountability, and effective oversight. The Auditor-General praised the municipality for spending 97% of its budget and achieving 89% of the service delivery targets, which is an improvement from the previous year’s achievement of 65%. The municipality is also spending enough to maintain the infrastructure to ensure sustainable and continuous service delivery in the Midvaal region. The Auditor-General also praised the strong culture of accountability through the implementation of consequence management.

In the 2023/2024 financial year, the Auditor-General urged the municipality to reduce water and electricity losses. Strengthen debtor collection to improve financial sustainability and tighten Supply Chain Management and financial management processes to prevent and address Unauthorised, Irregular, Fruitless, and Wasteful Expenditure (UIFW).

Midvaal implemented several projects in 2024/25, including replacing ageing water infrastructure, repairing leaks, and penalising illegal connections.

The municipality also converted all electricity meters to TID, bringing electricity losses down to 7.28%, which is below the national norm. The municipality is also intensifying revenue collection through prepaid meter conversions, stricter credit control, disconnections for non-paying businesses, and appointing debt collectors. The Municipal Public Accounts Committee (MPAC) has strengthened consequence management, fast-tracked UIFW-related investigations, and improved oversight.

The clean audit is not just a paper exercise; it demonstrates a municipality committed to financial discipline, ensuring that every rand of public money is used to improve service delivery and uplift our communities.

Midvaal will continue to work to ensure that these clean audits continue to translate into tangible service delivery that every resident can see, feel, and touch.

MIDVAAL BUILDS TRADING STALLS TO RESTORE DIGNITY AND SUPPORT INFORMAL TRADERS

Midvaal Local Municipality has invested over R8 million in the construction of new trading stalls aimed at empowering informal traders and restoring dignity to their daily operations. The project includes the construction of 34 trading stalls, an ablution block, and an administrative office. Each stall is equipped with water and electricity points and can be securely locked to safeguard he traders’ goods after hours.
The construction of these stalls not only restores dignity for the informal traders but will also significantly improve the trading environment in the Central Business District. For years, informal traders operated under harsh conditions without permanent structures, leaving them vulnerable to weather conditions that often forced them to close down, often resulting in loss of income. Informal traders play a critical role in the economy, as they provide not only an income to owners but also create employment opportunities. Midvaal will continue to support this sector to ensure that the informal traders operate in a conducive environment that enables them to thrive.

MIDVAAL LIBRARIES EXPANDS MOBILE LIBRARY SERVICE TO REACH MORE COMMUNITIES

Midvaal Local Municipality Libraries continues to strengthen its commitment to community access to knowledge through its mobile library service. Today marked the official launch of a new service point at Risiville Center, where residents turned out in impressive numbers, eager to engage with the library’s offerings.

The mobile library bus will visit Risiville Center every second Wednesday of the month, bringing books, resources, and learning opportunities directly to the community. In addition, the bus will also stop at Kliprivier Shopping Center every second Thursday, ensuring that even more residents can benefit from the library’s services.

“Our goal is to make library services accessible to all, regardless of location,” said the Midvaal Libraries team. “We are dedicated to connecting communities with knowledge, education, and cultural resources.”

With this initiative, Midvaal Libraries reinforces its commitment to serving and empowering communities, ensuring that learning and literacy reach every corner of the municipality.

MIDVAAL ESTABLISHES LOCAL DRUG ACTION COMMITTEE TO TACKLE SUBSTANCE ABUSE

Midvaal Local Municipality has officially established and appointed the Local Drug Action Committee (LDAC) as part of its continued commitment to combating the growing scourge of substance abuse within local communities. In line with Chapter 10, Section 60 of the Prevention of and Treatment for Substance Abuse Act (Act 70 of 2008), municipalities are mandated to form Local Drug Action Committees to coordinate and implement community-based responses to substance abuse. The Executive Mayor, Alderman Peter Teixeira, joined by the Members of the Mayoral Committee, formally appointed the committee during a special ceremony held to mark this significant milestone. The LDAC will consist of representatives from government departments, non-profit organisations, law enforcement, and other community stakeholders.
Its mandate is to develop, implement, and monitor local drug strategies; coordinate prevention and rehabilitation initiatives; and support individuals and families affected by substance dependency.
During his address, Executive Mayor Teixeira described the establishment of the Committee as both a legislative requirement and a moral obligation. “Too many lives depend on the success of this initiative. It must not become a tick-box exercise but a living, functioning structure that gives hope to those trapped in addiction” he said. As a caring and compassionate institution, Midvaal Municipality pledges its full support as we work to build a drug-free Midvaal.

MIDVAAL SHINES WITH THREE AWARDS AT THE COGTA NATIONAL GOOD GOVERNANCE AWARDS

Midvaal Local Municipality has once again demonstrated excellence in governance and financial management, receiving three awards at the National Good Governance Awards. The awards were hosted by the Department of Cooperative Governance and Traditional Affairs (CoGTA) as part of the annual Local Government Indaba (LGA). Midvaal was honoured with an Outstanding Achievement Award for achieving clean audits and adopting funded budgets for ten years or more. The municipality also received an outstanding achievement for receiving clean audits for more than ten consecutive years.

In addition, Midvaal was awarded a Certificate for achieving a clean audit outcome for the 2023–2024 financial year. These awards reaffirm the municipality’s commitment to financial accountability and responsible fiscal planning. They also demonstrate that, despite recurring poor audit outcomes in many municipalities, sound financial management and ethical leadership are possible in local government.
The Executive Mayor, Alderman Peter Teixeira, once again recognised the collaborative efforts of municipal workers, public representatives, and the broader Midvaal community. He stated, “None of these accolades would be possible without the continued efforts of our dedicated workforce, the political oversight provided by public representatives, and the support of our communities. Good governance is possible when you appoint qualified and fit-for-purpose individuals to occupy positions, and when public representatives have the political will to turn things around and make municipalities work.” Midvaal will continue to uphold the highest standards and remain a beacon of good governance and excellent service delivery.

MIDVAAL MUNICIPALITY TO BEGIN IDP PUBLIC ENGAGEMENT MEETINGS

Midvaal Local Municipality is set to begin the Integrated Development Plan (IDP) public engagement meetings on Tuesday, 7 October 2025. These meetings will allow residents to engage with the municipality regarding the development and service delivery priorities in their areas. These engagements are a vital part of the municipality’s strategy, budget allocations, and development plans. The municipality conducts these engagements to ensure that planning is aligned with the needs of the community and that the budget is prepared accordingly. The IDP public engagements also align with and adhere to Section 29(1)(b)(ii) of the Municipal  Systems Act, 2000, which mandates consultation with the local community regarding its development needs and priorities and encourages participation in the drafting of the IDP.

The Executive Mayor, Alderman Peter Teixeira, along with the Speaker of Council, the Mayoral Committee, Councillors, the Municipal Manager, and Heads of Departments, will be present to listen to the inputs and concerns raised by the community.
