Office of The Speaker
The role of the
Speaker in the council is to promote and protect democracy,
to facilitate debate and arrival at consensus within the
council’s Standing Orders.
In terms of the
separation of powers, the Speaker is head of the council’s
legislative arm, while the Executive Mayor heads the
executive arm and the Municipal Manager is head of
administration.
The powers and role
of the Speaker are defined in Chapter 3 of the Municipal
Structures Act and various by-laws of the municipality.
The Speaker’s role
includes, among others:

Investigate the misconduct of councillors and enforce the
council’s code of conduct;
n
Chairperson of the council’s disciplinary committee and
arrange for councillor training and support;
n
Oversee the public participation strategy in the
municipality;
n
Manage the petitions process;
n
Responsible for the Ward Committee system;
n
Provides administrative support to the Municipal Public
Accounts Committee (Scopa)
n
Prepares
media releases and acts as spokesperson for the
municipality. |
